After looking over the photograph in Question. I make the Observation that the woman's body looks very Similar to that of Billie. As for the Tattoo. It's in the middle of Billie's Back right? In that photo the hair blocks the middle of the back being Visible. So we cannot verify. Except maybe for the lower back..About the boob argument. If you notice when looking at some photos of Billie. It could look at times like her boobs are bigger or smaller. So therefor we can't rule out the photo being real based on size of the boobs. So we cannot disprove it being real due to the tattoo or the boob size. now Location. It appears to be L.A and near (possibly) the Hollywood sign (see the hills for reference) So. that being said. It could be Billie. But if it is or isn't. It's kind of neat people are using their Brains. Not just assuming. But will Billie ever take that kind of photo? Doubtful. But she could have had her friend do it. under the Radar. Would go seemingly undetectable. clever move if so.
