I'm not sure it's as simple as creating a 19+ section for twitch. All Korean sites need an ID for users to register and this is done to track and verify people's age. As far as I know, Twitch Korea does not need that (I could be wrong here). If Twitch does establish a 19+ site, due to minor protection laws in Korea, twitch korea would need to comply with this. I'm not sure if Twitch is going to be willing to do this extra step just for korea. If anything, korean twitch will likely just not have access to 19+, just like how they lost access to vod and 1080p.
I think at this point Twitch would need ID & Age Verification regardless of country because of the whole "what about the children" argument from LSF trolls & big youtubers looking to mine drama.

If Twitch ever requires a government ID for signups and age verification, they may as well just shut down the site. It would cut down the user base drastically.
Nah Twitch viewers are parasocial and would easily do it, especially for top tier booba content. Also more of the internet is probably gonna move in that direction for "safety & national security" reasons.
On the positive note, any twitch user with a linktree sending people to their onlyfans will get put into the 18+ category. Right now it's plausible deniability because twitch is a 13+ site.
